The United Provinces of the Plus Plus (or Plus-Plus, also abbreviated as the U3P) was a military and economic alliance of various nations in the +,+ quadrant on Civcraft 2.0. It existed for the stated goal of "desiring to strengthen the friendships and economic connectivity of the nations of the Plus Plus these United Provinces endeavor to protect sovereignty of members while promoting growth and development of all."[1]
History
During the late Summer and early Fall of 2013 on Civcraft 2.0, the +,+ quadrant was hit by a number of small time griefing groups including the Cult of Cthulhu and a group roleplaying as Islamic extremists. While the affected towns were able to deal with these attacks, it did highlight the need for more cooperation among the smaller towns in the quadrant. In late Fall, the terrorist named Rancuneus began near weekly lava attacks on New Danzilona. His timezone allowed him to attack the city with little opposition, and the city struggled to clean up after every attack. Friends from small towns in the quadrant were quick to assist in the cleanup and apprehension efforts. He soon grew bored of targeting only NDZ and soon spread his attacks to other small cities in the +,+. Around this time, Perdikkas began approaching towns in the region with a proposal to join the Macedonian Empire of Civcraft (MEC). There was much debate in towns across the quadrant about joining for the benefits of mutual defense and shared economic ties, but it was decided in many that they simply did not want to give up the independence they enjoyed. However, the allure of joining an organization that would benefit towns was simply too strong, and talks began between the founders about creating an organization in the quadrant which would give the benefits of the MEC while allowing for each to retain their independence. - Peakman (NDZ)
U3P originally began as an initiative called plus plus diplomacy, after the fall of several towns it was decided between New Danzilona, Pella, Churchill and Blackcrown to create the u3p or united provinces of the plus plus, to create an alliance to defend and help the ++ towns prosper. The next to join were Wander (after being discovered roaming the jungle as a wild tribe, originally contacted by ninjajackh12) and little Latvia (simple potato farmers who lived under the cruel dictatorship of Churchill. Then shit happened, eclipse sprung up, loveshack declared independence from mt augusta and then yoahtl appeared from the bushes, and finally kolima grew out from under the soil and we are where we are today. Politics
The U3P uses a democratic process in which two senators from each member nation are expected to represent their people and vote in official matters. The length of their terms and the manner in which they are chosen are inconsequential to the United Provinces and are entirely to be decided by the member nation.
The Secretary General shall be nominated by the citizens of all member nations and shall be voted into a one month term by a simple majority of the voting Senate. The office of the Secretary General shall be in charge of maintaining the U3P subreddit as well as announcing, and counting the votes of the Senate. The office of the Secretary General will also be in charge of all mumble conferences and shall serve as a nonvoting member of the Senate as well as foreign representative.
The only concrete prerequisites for a nation to join the U3P are that it must have an active population of at least five citizens and that it is in the ++ quadrant. Nations who me this prerequisite will then be asked to fill out a basic information form. After doing this the senators will discuss the applicant's candidacy on reddit and in mumble before holding an official vote. Nations who are dissatisfied with their membership may remove themselves from the organization at any time. Otherwise a nation may be removed from the organization by a vote of the senate.
There shall be an office of Secretary of Defense to be voted in for a two month term by the Senate. The Secretary of Defense must be a citizen of any member nation of the United Provinces. The office of Secretary of Defense shall execute the directives of the Senate regarding defense. Before April 2014 the Secretary of Defense was hand appointed by the Secretary General. In December 2015 the title of the office was changed by popular vote to "Guardian of the Peace".
City Status Guidelines
Provisional
This town has been considered a potential member of the U3P and is in a three week period in which the senate will continue to evaluate their legitimacy and promise, during this period the town will enjoy the benefits of a town with full status with the exception of having a vote in official business.
Protectorate
This town is a former Full Status member of the U3P but for whatever reason is unable to meet the requirements of U3P membership. A protectorate is a honored and valued town that the senate and people of the U3P wish to maintain a continued relationship with. A protectorate will enjoy the benefits of a town with full status with the exception of having a vote in official business.
Full Status
This town meets all requirements of the U3P and enjoys all the benefits of membership.

Economic and Security Benefits
U3P Diamond Cauldron Co-op
The U3P Diamond Cauldron Co-op was created by ranusavalehart of Wander in May 2014.[2] U3P citizens can swap farmable XP materials for emeralds. For example a stack of sugar cane can be swapped for one emerald in the co-op via Item Exchange.Currently the Co-op is open in two locations; The Cauldron Exchange in Wander and the U3P Headquarters in Little Latvia. The Co-op allows citizens to focus on farming one part of an XP recipe.
Factories
Public factories of U3P member towns are open to all U3P citizens. An Advanced Redstone Mechanism factory was created in June 2014 to produce noteblocks for the U3P snitch network - this factory is open to all U3P citizens.
Bastion Sign Up
In July Lord_Pericorp initiated a monthly bastion sign up. U3P citizens can sign up to order discounted bastions. For July and August 2014 these bastions were ordered in from Titan Industries. This allows U3P citizens to buy bastions in small amounts while paying at bulk prices. In July 2014 the Sign Up bought in 160 bastions blocks. The last sign up took place in August. Bastions were difficult to buy at a discounted rate from September 2014 onwards.
Snitch Network
The U3P snitch network covers all U3P members and is open to trusted U3P citizens.
Nether Portal Access
Members of the U3P are given full access to the U3P Nether Portal.
Inter-alliance Security Treaties
The U3P also made security treaties with a number of other alliances and nations throughout its existence, most notably the Eastern Security Conference which entailed the sharing of snitch groups between member nations in the eastern half of the map.[3]The ESC was formed in May 2014 between the U3P, UIA, Prussia, and the NEA, but it fell defunct after the creation of the Holy Krautchan Empire and subsequent Riverford War. The ESC was revived June 2015 and was made up of the U3P and FSR.[4]

The Clocktower Accords
U3P Treaty
His Majesty the King of Macedon, the People of the Federation of Danzilona, His Majesty The Young Wolf, the King in the South, the founding Oligarchs of Churchill, His Majesty the King of Eclipse, the Directors of Wander, the Patriarch of Kartupelu, and the Principality of Loveshack in the interest of common protection and advancement resolve to formally define the organization of the United Provinces of the Plus Plus.
Desiring to strengthen the friendships and economic connectivity of the nations of the Plus Plus these United Provinces endeavor to protect sovereignty of members while promoting growth and development of all.
Article 1 - On Sovereignty
Recognizing that the United Provinces is an entirely at will agreement, member nations shall retain the right to selectively enforce any directives of the Senate with the exceptions of powers that may be specifically ceded to the Senate by this or future treatise.
Article 2 - On Status
Membership to the Union shall be divided into status based on criteria established in previous arrangements between the members. These statuses shall be recorded in this treaty for posterity and the assurance of accuracy.
- Clause 1
The status of Provisional is given to nations which are considered a potential member of the United Provinces. Provisional Status is granted for three weeks during which the nation will be evaluated by the senate based on the criteria of Full Membership. Provisional members will be given all the rights and responsibilities of a full town with the exception of voting rights in the Senate.
- Clause 2
The status of Protectorate is given to nations that are former members of the United Provinces but for some reason are no longer to be considered deserving of Full Membership. A Protectorate is a honored and valued nation that the senate and people of the U3P wish to maintain a continued relationship with. A Protectorate will enjoy the rights and responsibilities of a nation with full status with the exception of having a vote rights in the Senate.
- Clause 3
The status of Full Membership is reserved for nations that meet all requirements of the U3P and as such shall enjoys all the rights and responsibilities of membership.
Article 3 - On Membership
In recognition that nations may rise in the region and may seek membership in the Union the prerequisites of co-signing into the United Provinces shall be established.
- Clause 1
The applying nation must have at the least 5 active citizens.
- Clause 2
The applying nation must have what is considered a stable government and economic system by the Senate.
- Clause 3
The applying nation must receive 90% approval of voting Senators to be considered accepted by the Union.
- Clause 4
A nation may be ejected from the United Provinces by a vote of the Senate. To successfully eject a nation there must be a 90% approval of voting Senators who are not representative of the nation in question.
- Clause 5
Individual members must acquire a simple Senate majority to approve future treaties or political Unions. Treaties or Political Unions involving U3P member states made without Senate approval are not recognized by the U3P.
Article 4 - The Senate
The final authority over all powers that may be appointed to the United Province shall rest in the Senate.
- Clause 1
The Senate shall consist of 2 Senators from each Full Member nation. The length of their terms and the manner in which they are chosen are inconsequential to the United Provinces and are entirely to be decided by the member nation.
- Clause 2
All actions made by the offices established in the United Provinces shall be reviewable by the Senate.
- Clause 3
The Senate is permitted to pass ordinances and regulations that are within the subject of its purview. These ordinances and regulations shall be considered binding and legal in all member nations. The Senate may also pass regulations on the internal affairs of the United Provinces. All regulations may be passed with a simple majority of voting Senators unless specified otherwise.
Article 5 - The Secretary General
There shall be an office of Secretary General. The Secretary General shall be nominated by the citizens of all member nations and shall be voted into a one month term by a simple majority of the voting Senate. Article 6 - Secretary of Defense
In December 2015 the U3P Senate voted to change the title to "Guardian of the Peace".
There shall be an office of Secretary of Defense to be appointed by the Secretary General and approved by the Senate. The Secretary of Defense must be a citizen of any member nation of the United Provinces. The office of Secretary of Defense shall execute the directives of the Senate regarding defense.
- Clause 1
There shall be an organization administered by the office of the Secretary of Defense to be known as the United Provinces Expeditionary Force. The Expeditionary Force shall be made up entirely of volunteer units from United Provinces member states. The UPEF would be deployed to combat foreign entities invading a member state, or with approval from the Senate in joint operations with strategic allies abroad, and to protect the interests of member states. The Force would be deployable by the Secretary of Defense with approval of the Senate to assist in missions being conducted domestically by member nations, or in joint operations conducted by the domestic governments of two or more member nations. The United Provinces Expeditionary Force would also be tasked with building and maintaining a U3P snitch network in coordination with member nations. The Force would also pursue criminals at large in any signatory member state who are wanted by a signatory member.
- Clause 2
All ranks, divisions, and offices within the UPEF shall be appointed and administered by the office of the Secretary of Defense. The office of the Secretary of Defense will manage and maintain the gear of the UPEF and the office is responsible for keeping up to date lists on the location of the gear.
- Clause 3
By signing this addition to the Clocktower Accord all signatory member states assert that they will provide the office of the Secretary of Defense with as much support as they are able. Additionally signatory member states pledge to construct and maintain strategic locations for the usage of the office of the Secretary of Defense. These locations must be maintained to a standard set by the Senate and the Secretary of Defense.
