The S.P.Q.R. (Senate and People of Rome) is a nation located in the South West of Impendia, in the midst of the +,- quadrant and surrounded by the ocean to the west, and the nations of Moloka an New Jersey to the south and England and Jorvik to the east and north. Centered around its capital city of Roma established on the first day of the server, but the group's history stretches back much further than that. The S.P.Q.R. is a Roman themed build and trading civ Roma, the capital.
The S.P.Q.R. as a civ can trace its roots back to a small factions server some eight years ago and formally established itself on Civcraft 1.0 in January of 2013 at the end of the HCF Invasion and remained throughout the end of 1.0, through the entirety of 2.0 and 3.0, and Civclassics and CivRealms before being continued onto CivMC.
Ethymology
SPQR, an abbreviation for Senātus Populusque Rōmānus (Classical Latin: [sɛˈnaːtʊs pɔpʊˈlʊskʷɛ roː'maːnʊs ]; English: "The Roman Senate and People"; or more freely "The Senate and People of Rome"), is an emblematic abbreviated phrase referring to the government of the ancient Roman Republic. It appears on Roman currency, at the end of documents made public by an inscription in stone or metal, and in dedications of monuments and public works.
The full phrase appears in Roman political, legal, and historical literature, such as the speeches of Cicero and Ab Urbe Condita Libri ("Books from the Founding of the City") of Livy.
History
Early History
Foundation
The city of Roma was founded on June 2, 2022 by four Patricians: Alberlb96, Jerven1, Mark_Antony, and NovaCeasar. The spot for settling was chosen by Princeps Mark_Antony as it was a good place to build a city and had good biomes to grow enought food like wheat and carrots; it was also chosen as it was close to Jorvik, a long lasting ally and friend of S.P.Q.R dating from back in Civcraft 2.0.
First Steps
The four founders initially lived underground, placing their personal belongings in a cave and setting up the firsts factories. The first task was to gather food for everyone and survey the land for a good spot to build the city of Rome, initially it was chosen what today constitutes Solis as the place, but it was later decided to move it to its actual location and dedicate that land for farming.
The first weeks were spent cementing the claims, Novaceasar and Jerven started the building of huge bot farms of wheat and carrots, dedicated to the production of XP, and smaller ones for food; they also built storages and warehouses where to keep all agricultural products. Alberlb96 found and constructed a small colony in the north called Germania, dedicated to the farming of taiga products like potatoes, beetroots and pumpkins. it was also at this time that the first temple in the city of Rome was constructed by Mark_Antony, and was used to safeguard the Sacred Spider by granted Ahri[1].
In early August, 2022 the design for the initial draft forum made by Alberlb96. The Forum would be formed by a huge central plaza surrounded by a Basilica to be used as market, the Senate House, and various other Temples, dedicated to the different roman deities. All of them would be constructed using quartz, an expensive material, as a show of the wealth generated by the roman people; to prevent the usage of this material for other things, a law was passed preventing the use of it in any building outside the Forum.
Building was started shortly after the approval of the design, by laying out the ground work, erecting the columns and setting up the Bassilica, where the future market will be located.
On the international front, SPQR became one of the founding members of the Impendian Assembly, a forum for all the countries of Impendia to resolve their conflicts with diplomacy rather than with war and foster cooperation between them. As first decision, the Impendian Assembly voted on the name of their continent and made a joint claims post[2], another proposal passed by the assembly, though it was non binding, urged the nations of Impendia to not invite outsiders to conflicts withing the continent.
S.P.Q.R also forged military alliances with the nations of Cordoba and KOEL[3], in an effort to build an international third block in contraposition of the ones created by the powers of Estalia and Rhode Island. Ultimately this efforts failed first by the crisis in Cordoba[4], where Grumpywalnut snitched and raided their land and was later given sanctuary by Rhode Island, bullying Cordoba into semiactivity and making. The twice insiding of KOEL[5] and subsequent raidings by Rhodesia that forced their leader ErrorL and most of the active player base to leave.
After the failed attempt to build a block of nations separate from the two big powers of the world, and the ever growing menace of Rhode Island, S.P.Q.R along with the nations of Pavia and Jorvik sought to form an alliance with Estalia, and thus founding the Elysian Pact on the 15th of July[6]. Immediately after the signing, the romans started building defensive infrastructure like ice roads, and a vault called "Preatorium".
With the work of most citizens digging and the help of Jorvik, the whole for the Praetorium was dug in barely two weeks and work on the ground and sky bunker along with the rings was started.
Generic War
When the war first started the 24th of July, Estalia did not invoke the mutual defense article of the alliance so they wouldn't drag any of the other three nations from the Elysian Pact to the war and mark them as target for bombing and raiding by Rhode Island.
Initially S.P.Q.R was kept out of the war, thanks to being far away from the fighting and not sending anyone to battle. After GThomas made a coup and took over Rhode Island[7], and a failed attempt to skybridge their vault by Estalia and S.P.Q.R being accused to have participated in it without any basis or proof whatsoever[8], the war still not hit the roman nation, as the current leader of Rhode Island wanted to de-escalate the conflict and reach a peace agreement.
Despite the words of GThomas, Rhode Island scouted and attempted to attack the Praetorium, which still was under construction, on the 15th of July. The attack was successfully repelled thanks to the allied forces of Estalia and Titan, with one casualty and pearl on the side of Rhode Island, DiorSuite. Zer0TheNumber was appointed as foreign representative and started talks with GThomas to prevent any more fighting spilling into roman lands.
Peace negotiations were to not to last long, as GThomas met his end as leader of Rhode Island and replace with DaniRague, that threw diplomacy out the window and declared war on all the Elysian Pact and Titan[9], draging S.P.Q.R into the war in the 17th of August. Mark_Antony was appointed dictator until the war was over and named alberlb96 his Magister Equitum to serve as his right hand and have all his powers when he wasn't present; the call to arms by Pavia[10] was also answered with a unanimous vote by the roman people.
On the night of the 21st of August, a group of Rhode Islanders stealth broke with a tnt cannon one of the unfinished snitches of the curtain, and skybridged the Preatorium. When romans and allied forces took notice of this it was already too late, and Rhode island had broken several bastions and bombed both the ground and skybunker; luckily no pearled or loot was lost on the attack.
The losing of the Praetorium made the roman leadership send non combatants to flee to other nations for the duration of the war, for S.P.Q.R was no longer save having lost it's defense infrastructure.
Patrician Novaceasar was pearled the 28th of August[11] while she was working on the Danzilona nether by TwigBranch, and her pearl was transported to the Rhode Island nether bunker.
The war continued for another month with only minor fighting until the powers at be banished most of the antagonists in Rhode Island, effectively ending the war on September 17th. Fighting continued in Blockchainistan for several more days and Romans were involved in coalition operations on the 19th, which continued until most of the area was annexed by Titan, soon to be Gang Shi. The S.P.Q.R. officially declared a cessation of hostilities on the 22nd of November marking the end of its official involvement in the so called Generic War and the beginning of a transitionary period.
Reconstruction Period
Following the Generic War, Mark_Antony's last act as dictator with war time powers was to elevate Alberlb96 to the rank of co-Princeps and to rename the position to Consul to begin the process of restoring the republic as the civ transitioned back into a peace-time economy focused on farming and building. One of the first peacetime acts was to annex Avalon to the far north, an area controlled by defeated enemy Gbs during the war that conflicted with Memphis; Avalon was formally dissolved and incorporated into the Province of Memphis with GhostBuster3016 as Prefect of the area they had helped found as a secluded safe spot for non combatants during the war.
Through this period of reconstruction much of the initial forum was laid out and constructed by Alberl and security was restored and enhanced, first with the restoration of the vault, then with expansion of strategic infrastructure throughout all Roman lands. Beyond its borders... The S.P.Q.R. Assisted with the relocation of Jorvik and Bruma into southern territories and the consolation of many other post-war territories including the abandonment of Baile and the settlement of the Taiga Kingdom.
Winter Conflicts
From December 2022 through February 2023 the SPQR would be in a state of almost constant conflict both with rogue raiders and established civs.
Arnen
On December twentieth the S.P.Q.R was party to the coalition that interceded to destroy Arnen in what would come to be known as the Four Hour War.
Winter Raids
On December 15, ch1pr would raid a chest vault in Cordoba.
On December 24, while Romans were busy celebrating Saturnalia and Christmas Eve, Planecanvas2056 harassed a frontier region on the southern border where they broke into the newly completed stables and attempted to steal a horse before fleeing south to safety.
On December 27, warcokz would grief Cordoba city and Bigfatpigeon789 raided a rail supply depot on the southern frontier.
On December 29, Highroll would become the first hostile actor since the end of the Rhode Island war to attack the S.P.Q.R. Their rampage began in the residential district where Highroll destroyed the first private library in the city before moving on to smote about the outside of the Praetorium where he was killed but not pearled. Later the next day Highroll was apprehnded in Civmarket and brought to S.P.Q.R. to stand trial and serve a brief sentence.
On December 30, Naed87 and overkill209 would attack the farming colony at Lugdunum where they pillaged agricultural storage before moving on to griefing the rail station, breaking loadstones and castle gates before being confronted. The pair made to surface and split up. Overkill209 was pearled, but Naed87 was able to escape.
The Invasion of Cordoba
A period of hostilities existed between Cordoba and Gang Shi and their allies between January thirty-first and February sixth. Beginning with Gwua's opening tnt salvo in Cordoba and ending when the Cordoban bunker was handed over to a third party. Although the consequences of this would last for months.
The Purple War
The month of January was dominated by tensions between the Elyisian Pact and Kallos.
On January 15 the situation escalated when a party of Kallosian and allied combatants attacked an Estalian bunker on the Kallosian border. Fighting broke out but all-out war was avoided. Tensions simmered over the following weeks, which were filled with snitch buzzing, border trespasses, and other harassment. The situation culminated in what would come to be known as the Purple War on February 11 when the Kallos vault was broken, but the cleanup operations would continue for weeks.
Unification and Expansion
Incorporation of Cordoba
On March 29 the city of Cordoba was officially voted into the S.P.Q.R. by a near unanimous vote of the Concilium Plebis to become the new province of Hispania. Several senior Cordobans were welcomed into Roman aristocracy to help administer the state with BradoTomato and Jcor213 rising to the rank of Senator that spring. It was after this that the City of Cordoba, which has been abandoned and picked over by Gang Shi since the invasion, was repopulated, restored, and secured.
Northern Conflicts
Early July opened up with the great pursuit of PUSS7D3STR073R fleeing from Nara. After raiding Shiroyama they fled north sparking a massive manhunt. After landing in Impendia, a joint Elysian Pact forces fanned out across most of the continent, converging on the target in the area formerly claimed as the S.P.Q.R. province of Memphis. The target was killed even though not pearled; the incident is minor in Roman history and only worth mentioning here as it relates to a renewed focus on security along the northern frontier.
On the fifth of July, rms_raptor and worldseeker raided northern Impendia including Cascadia and the City of England. A rapid response was dispatched and several Roman and Cordoban fighters enveloped rms_raptor before he was pearled by BradoTomato. Cordoban forces searched through the wilderness until finding the raider base in the northern wastes beyond borders.
In mid July a new commune of settlers came to Impendia and settled in the derelict territories of Terra Leporis Maximi, on the S.P.Q.R. border. After being pearled for petty raiding, Zombie_Striker returned with Cewp to pillage the beaches of Hispania and Fempire, provoking a strong response. S.P.Q.R. forces occupied the settlement, pearled zombie_striker again, and recovered the sand. Weighing their past and present actions, their stated intentions, and the expected destabilization the group was bringing to the area, they were expelled and the area was officially occupied by the S.P.Q.R.
Following the expulsion of the Commune Mark_Antony and BattleOfSky embarked on a great northern survey to find every town beyond Roman Borders had been substantially raided: Izordaern, Morodia, Skallsboro, Cactingrad, Circle Town, and Resemire… all in various stages of dereliction after months of neglect.
The ultimate result was an expansion of borders of SPQR to the Danuvius River to incorporate border territories already patrolled and maintained into the nation.
It’s also the time S.P.Q.R. had settled its first new settlement since the end of the Generic War in Tenochtitlan, the temple city founded by Ancom_ThePolpot.
Politics
The Roman citizenry have remained unified and remain above factional politics that have divided other groups, there are no national parties or political sects driving national decisions.
The Principate was effectively dissolved and the Republic restored on October 5. Since then Consular government has reigned over the S.P.Q.R. with elections returning in spring of 2023 with the elections of the People's Tribune which coincided with the slow expansion of the Senate. Through it all the Concilium Plebis, the peoples assembly, remains as a place where all citizens can vote and have their voices heard.
Government
The state is administered by two chief magistrates, Alberlb96 and Mark_Antony, who as Consuls wield Imperium across every spectrum, making them effectively the heads of state, chief judges, commanders over military matters, and the presidents over legislative proceedings. With this authority comes the responsibility of maintaining and organizing the whole of the state.
The Consuls along with three others make up the Senate, a secure advisory council consisting of the greatest citizens across the state. The first 3 Senators to fill these positions were chosen via election to the Tribunate; First BattleofSky and Bradotomato in March 2023, then Jcor213 in April.
As a check to the power of the Consuls, Since the end of February there has always been a Tribune of the People, elected by all citizens to represent their concerns to the Senate and curtail any of the worst tendencies of the governing elite. Thankfully the position has proven unnecessary and remains under utilized, but the position exists to promote political activity and enfranchise all citizens with say in the government.
Religion
The S.P.Q.R. has always generally been an areligious society, recognizing the traditional Roman pantheon as patrons of the city with various shrines and temples dedicated in their honor, but there is no official state religion.
The earliest settled religion in S.P.Q.R. is the Cult of Saturninus, which goes back to the coming of the cave spider. Deemed Saturninus, this gift from Ahrimane on June 18, 2022 was given divine importance and the creature was brought forth from around the area of the oak farms today through the forests, by boat, and into the Temple of Saturn to be set there as an object of wonder. Saturninus the Spider has since gained a cult following boasting several prominent Romans. The spider is considered one of the most sacred objects in all the S.P.Q.R. and is kept under high security.
Early in 2023 another religion emerged, Ancom_ThePolpot acclaimed Romanum Tshola as the Flamen Tsholalis. This Romanized belief centered around a great creator and sun deity had a very strong if brief burst before subsiding into the background as just another god acknowledged within the Roman Pantheon.
In July of 2023 the City of Cordoba was acknowledged as an official Diocese by the Catholic Church and Gray9111 was anointed as Bishop to be the head of the Church in Hispania, an area overwhelmingly inhabited by followers of the Holy See.
Trade and Economy
The S.P.Q.R. can best be described as a tiered commune with capitalist elements.
All citizens gain access to factories and farms as well as basic bulk storage, the contents of which are not actively monitored or maintained and persist on a sort of honor system. Government officials, typically of the Senatorial class or higher maintain a large pool of resources with which the state is maintained and projects are funded. And all citizens are encouraged to maintain and grow their own private wealth.
Central to the Roman Forum in the capital is the great market basilica which is home to some of the exchanges and a few other shops, namely the Citizens Exchange and the XP exchange. The Citizens exchange is just a simple ore and item exchange more convenient to new citizens, and the XP exchange is a typical exchange where Spruce Saplings, Pumpkin, Nether Wart, Crimson Vines, Wheat, Spider Eyes, and even Essence can be exchanged for emeralds.
Beyond the exchanges, the S.P.Q.R. maintains several private shops in Roma, Pavia, and Suramir. Roma Corp shares a plot with Blob Shop in Suramir while Roma Corp shares a shop with Cordoba in Pavia, and both have locations in Roma city. Blob Shop specializes in mob drops while Roma Corp is a miscellaneous goods merchant with an emphasis on Brews.
Roma Corp engineers CherokeeIndian and BattleofSky achieved greatness when they became the first to discover 5 star Blue Sky Meth on July 19.

A current census is always maintained with new citizens added to the rolls regularly. It is on the Kalends of each month the Census is reviewed and published (for the previous month) if there are sufficient changes from the prior month, with that census being copied over to the new month to record changes from there forward.
There is are no strict requirements for Roman citizenship, instead it is up to the discretion of the two Censors, (both Consuls) to exercise judgement on a case by case basis on the extending and revoking of citizenship, movement between the classes of citizenship, and reclassification between active and inactive. Citizenship is generally liberally extended and seldom revoked. Inactive citizens retain citizenship but are kept in a separate category to avoid inflating overall citizenship numbers. Another thing of note is the lack of distinction between primary citizens and dual citizens.
Within the citizenry there are several classifications: Patricians, Equestrians, and Plebeians. All new citizens are inherently Plebeians until such a time that they are judged to have somehow earned the higher rank of Eques, which could more be considered a "full" citizen. The Patrician class has fallen out of use, originally an honorific for founding citizens, the classification is more akin to the senior political class of permanent Senators.

The office of Princeps or "First citizen" was the highest one in S.P.Q.R and hold all the power. It existed since the start of the server on the 2nd of June until it was dissolved the 5th of October
