In vanilla Minecraft, this might be achieved with some sort of redstone contraption, however Civ servers have added ways to make elevators outside of redstone. Early attempts to do this were by using minecarts to teleport players to the highest available block, however you could only use it to travel to only that highest possible point. Servers made using 1.13 and further can also utilize water elevators.

It does not matter if the gold blocks are reinforced, and you cannot "lock" an elevator by putting it on a certain [[namelayer]] group.

If there is not enough room to stand when exiting a minecart, the game will teleport you up to the highest available spot possible. This was actually a bug in previous versions of minecraft that has since been patched, but civ servers have brought it back as a plugin instead.

Upon exiting a minecart, starting from the sky height, the server will check for a block with 4 blocks of air above it. If no such block exists in the vertical column above the minecart, the player will instead be killed instantly. This can make it dangerous to use minecart elevators blindly, as they could be a trap.
