The Forum was established during the [[NATO-Mir War]]. A drafting committee composed of drafters from multiple nations worked to create the Charter and the Standing Rules, which are used to guide effective discussion in meetings. The committee ensured that the basis of these documents was the supremacy of the Forum's members. The Charter also provides for members to pass resolutions, though these are non-binding and consequently not capable of compelling members to do or abstain from doing anything.
The Forum was established during the [[NATO-Mir War]] with the aim of stopping the current war and preventing future wars from happening. With multiple attempts in the creation of a world peace organization failing, the Forum was the first ever world peace organization successfully created. Previous attempts tried introducing the formation of a World Military force, Binding votes, and a strong presence in every nation, similar to how the United Nations operates in the real world. These attributes however did not appease the CivClassics population and all ideas were dismissed immediately even though there still was an underlying need for a world peace organization. With the initial drafting beginning in late 2019, all ideas were taken into consideration and the drafting committee closed in on the system that is in present-day use. Since it was known to the drafters that an international governing body would not succeed, they opted into using a system revolving around discussion. Prior to the formation of the Forum, there was no foundation which could host international discussions effectively. Many drafters agreed that if this issue could be fixed, international problems would all be solved much faster than they previously were.


To encourage the use of discussion, the Forum hosts public meetings every few weeks, discussing a wide variety of issues that are happening in CivClassics with the aim of bringing them to the attention of the general public while also trying to fix them. In these meetings, member states may send up to 2 delegates which would represent their nation in the Forum meetings. Forum meetings are known for going over the topics of Wars, Politics, International Relations, International Projects and International Awards.
To encourage the use of discussion, the Forum allows its members to call meetings at any time concerning topics of international importance as determined by the members. In these meetings, members are represented by one or two delegates who hold speaking rights. Meetings are impartially moderated by elected moderators according to the Standing Rules.

The Romec Peace Prize, with inspiration from Romec's peaceful attitude, is an award given to an individual or group of individuals who were responsible for making the server be a more peaceful place through whatever means possible. To be nominated for the prize, the Forum delegates must call for a vote in favour of the targeted individual or group. If enough votes are sustained, the awarded individual or group is given a physical monument as well as a cash prize funded by the Forum.
