Neutrality

@Jovaz - I am very close to giving this a neutrality warning due to the pretentious nature of the Forum at this point. It doesn't exactly exist yet, yet we're documenting it like it exists with stuff like the World Travel Advisory and whatnot and you need to be careful what you say because if it doesn't come into fruition this page can be like all other obsolete pages

I have rewritten most of the main part of the article to be objective, and use language actually included in the founding documents. I have removed references to things that are factually incorrect (e.g. references to peace-keeping aims) and any references to things that haven't actually happened and are entirely wishes of the author. I have left the bottom section of the document (concerning awards) despite these having been removed from the Charter draft and no resolution on them being passed yet, but have applied a neutrality warning again due to them being fictional.
