Winterbourne adopted Yoahtl law and delegated tasks of crime and national security to the Yoahtl government under the Winterbourne Peace Declaration further boldened by the House of Winterbourne Act in the Yoahtl legislature. All subjects of the crown are expected to abide by the laws and customs of Yoahtl as if it were a citizen.
 
Citizenship of Yoahtl grants honorary citizenship of Winterbourne, however citizenship of Winterbourne does not guarantee citizenship of Yoahtl, though it’s subjects shall enjoy expected freedom of travel within Yoahtl without prejudice. The reigning monarch of Winterbourne does however hold a royal prerogative of creating and enacting law, and meting out punishment by order, this prerogative however has historically been very rarely been exercised.
