This was to be the initial stage in a complete overhaul and reformation of Pavian defense. This was finalized on June 19, 2024 with the extension of a protectorate over the Mehri and their lands in the Lyrean Sea region, completing the overland linkage between Pavia proper and the Lambat protectorate to the south.
