The DPRG is a special administrative region under the sole legal rule of the Peoples' Revolutionary Administration. the PRA is composed of the Workers' Party of Grenada, and the Grenadian Peoples' Liberation Militia. Membership of the WPG and GPLM are mandatory for all citizens. All major political and economic decisions are made by majority vote or consensus of the State Affairs Commission. Every citizen is entitled to a vote in the SAC. [[ComradeSankara]], as Chairman of the WPG and GPLM chairs SAC proceedings. As Paramount leader he is ''Primus inter pares'' among SAC members.
