While normal (unreinforced) blocks only need to be broken once, reinforced blocks must be repeatedly broken before the block actually breaks. Tool durability does not decrease when breaking reinforcements, only when performing the final break of a reinforced block which results in its actual breakage. This means that breaking a reinforced block consumes as much durability as a regular block.
