Winterbourne adopts [[Yoahtl]] law by voluntary consent and delegates the tasks of legislation, crime and national security to the [[Yoahtl]] government under the "Winterbourne Peace Declaration" and the "The House of Winterbourne Act".
 
Specifically "The House of Winterbourne Act" allows [[Yoahtl]] to legally legislate, perform justice and protect The Royal House of Winterbourne. All subjects of the crown of Winterbourne are expected to abide by the laws of [[Yoahtl]] as if it were a citizen, though this does not automatically assume citizenship of [[Yoahtl]].
 
While [[Yoahtl]] law and order is adopted, the reigning monarch of Winterbourne holds a royal prerogative of creating and enacting law, meting out punishment and declaring war by order and cannot be held accountable to its laws outside of Yoahtl borders. It should be noted however this royal prerogative has historically very rarely been exercised and only once to date.
