The MPA was officially founded on June 15, 2020 in the northern point of Central-Wheatistan. The founders of the city, SpookySandstone and Prisma15, arrived in the capital city of Wheatistan and were granted land to found a new city. This city would at that time be known as The City of Pacem. The city was named after the aspirations of the founders to ensure ''Pace Sub Lege'' (Peace Under Law).

The Civil Judiciary is the central judicial body of the MPA, it is responsible for both criminal and civil legal proceedings. The Civil Judiciary is made up of one Justice, appointed by the Ministers Council and approved by the Civil Relations Council. When criminal or civil charges have been brought up by the Minister of Justice, they act as the prosecution, while the Justice determines guilt or innocence. Additionally, citizens of the MPA may bring civil cases to the Civil Judiciary (i.e. lawsuits, property disputes, etc.).

This area was the first part of the Municipality to be constructed, and is the home of numerous buildings including one of the MPA's most iconic buildings, The Municipal Trade Tower, the main location of international trade and the head quarters of the Municipal Economic Authority.

The Municipal Economic Authority is responsible for the management of the MPA economy. Specifically, it is responsible for managing the ''Northern Economic District'' and its buildings, and regulation of the economic activity throughout the MPA.
