The Municipality of Pacem (Previously known as The City of Pacem) was a semi-autonomous city located in the north of Central-Wheatistan. While plans for the city were drawn up in early June by its founders, the city was officially founded on June 15, 2020. The MPA was created with the goal of ensuring Peace Under Law (Now the city's motto), by creating a governing body that provides peace and security with the rule of law. Due to a lack of a governing body in Wheatistan the MPA was not able to have a stable Municipal Government. In response, the MPA officially declared itself semi-autonomous of Wheatistan on June 25, 2020 in order to stabilize and formalize the Municipal Government. This resulted in the MPA having its own soft border, citizenship, government, economy, and laws. However, the city was still officially under the sovereignty of Wheatistan. The MPA was known to provide security, peace, and stability to its citizens through the rule of law. The city was bordered by Carreton to the west, Wheatistan City to the east, and Streamsville to the south.
History of the MPA
Founding - June 15, 2020
The MPA was officially founded on June 15, 2020 in the north of Central-Wheatistan. The founders of the city, SpookySandstone and Prisma15, arrived in the capital city of Wheatistan and were granted land to found a new city. This city would at that time be known as The City of Pacem. The city was named after the aspirations of the founders to ensure Pace Sub Lege (Peace Under Law).
Declaration of Autonomy - June 25, 2020
While the MPA respected the sovereign state of Wheatistan, the lack of a governing body made it difficult for law and order to be upheld in the city. Due to this, of June 25, 2020 the Commissioners officially declared the Municipality of Pacem semi-autonomous of Wheatistan in order to secure it borders, protect its people, and uphold law and order. As of June 25, 2020 the MPA had its own unique citizenship, government, economy, laws, and soft border (similar to that of the "One Country, Two Systems" followed by Hong Kong and the People's Republic of China.) However, the MPA still has great respect for Wheatistan to this day; so officially the MPA remains officially under the sovereignty of Wheatistan.
The Municipal Government
The Municipal Government of the MPA consists of three major divisions: The Office of the Head Commissioner, The Municipal Economic Authority, The Municipal Industrial Authority, and The Municipal Transit Authority.
The Office of the Head Commissioner

The Head Commissioner is responsible for signing Municipal Decrees into law, and oversees the other divisions of the Municipal Government. (The Head Commissioner acts similarly to a mayor of a city).
The Municipal Economic Authority

The Municipal Economic Authority is responsible for oversight of all economic activity within the MPA. This includes: management of public property, Municipal taxes, and management of the Municipal budget. The Commissioner has the ability to draft and recommend Municipal Decrees to the Office of the Head Commissioner. The head quarters of the Municipal Economic Authority is the 10th floor of the Municipal Trade Tower.
The Municipal Transit Authority

The Municipal Transit Authority is responsible for oversight and management of all transit within the MPA. This includes: management of the Light Rail Line, management of inter-city/national rail lines, and upkeep of public roads. The Commissioner has the ability to draft and recumbent Municipal Decrees to the Office of the Head Commissioner.
The Municipal Industrial Authority

The Municipal Industrial Authority is responsible for oversight of industrial activity within the MPA and management of public factories.
The City's Districts
The Northern Economic District
The Northern Economic District, which was the first area of the MPA to be constructed, acts as the main hub for both international and domestic economic activity. This district is the home many buildings, the most iconic of which is the Municipal Trade Tower. Completed on June 29, 2020, the Municipal Trade Tower is an 11 story building of which is the largest hub of international trade in Wheatistan. It also acts as the headquarters of the Municipal Economic Authority. While the MPA was not a city founded on a previous civ server, the founders of the city had learned from their past experiences on CivClassic, and wished for the MPA to be the economic powerhouse of the region. Inspiration for the formation of the MPA economy came from the sovereign state of Mount Augusta, as the nation has constituently bolstered a strong economy since its Civcraft 1.0 iterations.
