Pavia is well-known for maintaining a unified build style across the entire nation. Buildings within Pavia can generally be described as being late medieval through to the early 1700s central European. More specifically, Pavian builds are best known for being primarily composed of a stone ground floor, white walls for additional floors, with a brick or deepslate roof on top. It is common however for these colours to be mixed in other ways throughout the city. Major civic buildings within the Empire such as the townhall and rail station consist of a generally 'later era' style than the standard residential and commercial buildings throughout the cities. These buildings are commonly made using stone walls with deepslate roofs.
 
The Bureau of Architecture maintain strict control over who has permission to build within the capital, the City of Pavia. To gain access to becoming a licensed builder in the city and crownlands - the builder must first demonstrate an ability to maintain the build style, or contribute to it in a constructive way. For more ad hoc builds in the Crownlands, it may be sufficient for the builder to just design their building and show their designs to the Bureau for permission to continue with construction in-game. The Empire of Pavia provides a creative server for this purpose.
 
Outside of the capital in the duchies, the Dukes of Pavia are still responsible for building within the build style, but the Bureau takes a step back and provides the Duchies with greater power to decide who can and cannot build within their territory. As a result, Duchies may elect to allow anyone to build within their land. This can be seen in the Bedford Commons, where new players may build their own home freely and are simply requested to maintain the style as best they can. While currently not clearly defined in law, the precedent that has been established is that the Bureau will not get involved with a building in Duchy territory so long as it remains 'sufficiently' close to the desired build style. The Bureau may request a Duke to take action in cases where a building is in blatant violation of the build style.

The townhall in the City of Pavia is likely the most famous structure within the Empire itself. This monumental building was built within the first 18 days of the server, with ground being broken on the structure within 24 hours of the server's launch. This entire structure containing hundreds of thousands of blocks dominated the focus of the Pavian government and citizenry during the early days of the server, with every citizen being involved in the build. During the construction, citizens lived within a cave located just to the west of the City under what is now the Museum of Pavia. The building represents both the centre of the nation's capital and the centre of Pavian life as a whole, with all important government agencies and programs operating within the structure - it is the building that most citizens will visit multiple times per session.
