The Municipality of Pacem (Previously known as The City of Pacem) is a semi-autonomous city located at the northern point of Central-Wheatistan. While plans for the city were drawn up in early June by its founders, the city was officially founded on June 15, 2020. The MPA was created with the goal of ensuring Peace Under Law (Now the city's motto), by creating a governing body that provides peace and security with the rule of law. Due to a lack of a governing body in Wheatistan the MPA was not able to have a stable Municipal Government. In response, the MPA officially declared itself semi-autonomous of Wheatistan on June 25, 2020 in order to stabilize and formalize the Municipal Government. This resulted in the MPA having its own soft border, citizenship, government, economy, and laws. However, the city is still officially under the sovereignty of Wheatistan. The MPA is known to provide security, peace, and stability to its citizens through the rule of law. The city is bordered by Carreton to the west, Wheatistan City to the east, and Streamsville to the south.
History
Founding - June 15, 2020
The MPA was officially founded on June 15, 2020 in the northern point of Central-Wheatistan. The founders of the city, SpookySandstone and Prisma15, arrived in the capital city of Wheatistan and were granted land to found a new city. This city would at that time be known as The City of Pacem. The city was named after the aspirations of the founders to ensure Pace Sub Lege (Peace Under Law).

Government
**At this time the MPA is under direct executive rule under The Ministers Council, due to the need for substantial infrastructure construction and housing development. The following description of the government is what the Municipal Government will look like once construction and development have been completed.
The Municipal Government of the MPA consists of three major divisions: The Ministers Council, The Civil Relations Council, and The Civil Judiciary Council.
The Ministers Council
The Ministers Council is the central executive body of the Municipality. It is responsible for general oversight over the Municipality through its Ministries, of which each have their own purpose and role. Additional responsibilities of The Ministers Council include: the writing and implementation of legislation, zoning laws, economic oversight, and relations with Wheatistan. The Ministers Council consists of The Head Minister and three Ministers that are responsible for their respective ministries. The head of the Minister Council is the Head Minister which is currently SpookySandstone, a founding member of the MPA.
The Head Minister
The Head Minister is the chief executive figure in the government. Their role is to oversee the Ministries and as well, has the power to veto or approve bills recommended by the Civil Relations Council. This position is not elected by popular vote, but is chosen elected by the Ministers.
