At the start of [[CivRevolution]] some players from the [[CSA]] settled in the city of [[Topher3001|Tophopolis]] which boomed in the first days of CivRev. When CivClassics returned these migrants returned to the older server and continued playing there.

On December 18th, the city officially adopted the First Law of the Mery Horde, creating the Cossack nation of the Mery Horde with Merthyr as its capital.<ref>https://hackmd.io/@pythius/S15ltjDqY</ref>The law officially codified the city's anarchist nature and created rules regarding future potential autonomous villages that join the Horde. The position of Ataman was also created as an ad hoc problem solver for conflicts involving the whole nation, but one has yet to be named.
