CurrentlyFormerly in an undisclosed location, the town iswas composed of former residents of [[Merthyr]] from [[CivRev]] and the [[Confederation of Cities Communes and Protectorates|CCCP]] from [[CivClassics 2.0]]. The currentfinal population of the town standsstood at around 8 residents. While residents primarily speakspoke English amongst themselves, a previously-unused conlang made by [[AmandaCC]] supplementssupplemented their speech. The name of the town is an example of that conlang, with Hwillotata meaning "In between two bodies of water", referencing the two lakes the town iswas situated between.

Hwillotati's origins come from a small settlement built by [[Pythius]] and [[SimpleBastard]] on January 5, 2022. Consisting entirely of one building made from dirt, hay, and wood, the settlement was unofficially dubbed the Shitshack Commune by [[Des23]]. As Des recruited more former Mery to join the settlement, they continued to use the name until the adoption of Hwillota on January 11th, changed to Hwillotati the day after due to it being a slightly more accurate name. Over the course of the following week, the settlement gradually moved further and further away from 0,0, seeking to escape the traffic brought by the original location of [[Pond Scum]] until settling down permanently on January 10, 2022.
