The S.P.Q.R. is a nation-state that has been in existence since early January 2013 in one form or another.
The S.P.Q.R. is a confederation of various semi-autonomous territories in various stages of development, each bound by different terms of acceptance negotiated by the Roman Senate and leading executives.
These confederated territories are united for the common interests of producing infrastructure, promoting trade and cooperating, providing regional stability, and organizing for the common defense. Each territory is allowed near complete autonomy in all local affairs, and even international-affairs to a lesser degree. It can be equated to a strong military alliance between the member-states, being bound by the inclusive Roman government, open to all Roman and other Latin territorial citizens.
History
Civcraft 1.0
The S.P.Q.R. began as a cooperative effort between three distinct groups, (Romans, TNR, and OGOM, then numbering around 25, today fewer than 10 of the original citizens remain a part of the S.P.Q.R. or Civcraft), who were once enemies, but migrated to Civcraft during the Great H.C.F. War with the intent to fight in that war after the Christmas Day Massacre of 2012.
The S.P.Q.R. played no significant role in that conflict and founded 1.0 Roma and the S.P.Q.R. in the closing days of the Great War. The Romans took the lead on building, organizing, and leading the effort. The state was originally a territory of Gondolin, King Berge403 offered Gondolin protection to aid the Romans against the Yugoslavians and other Leftists during the Belgrade land crisis (Link/article needed). Silianat was named Lord of Roma by Berge, and oversaw Roman affairs on behalf of Gondolin.
After the land crisis was settled the Great War came to an end with the last raids of the Light Brigade. It was after this time that The S.P.Q.R. took off.
Between the months of March and the end of May 2013, the S.P.Q.R. expanded vastly under the leadership of Consuls Mark_Antony and Varkanos. With the exception of the setbacks of the Paramoo Wars (Link and Article Needed), this was a Golden Age for the S.P.Q.R. The active population was consistently around 20 citizens with an overall census population peaking over 60. Outwards from Roma expanded a network of organized territories in the deep Minus Minus. Arles was founded as an agricultural colony under Ghalen37 to act as a redundant facility away from Roma. Brynley joined the S.P.Q.R. after their shared mutual struggle in the Paramoo Wars. Tigerstaden refugees came to the region to begin a new city of Naples under the Banner of the S.P.Q.R. At the time of the map reset, plans were underway to negotiate the annexation of Anustown and Drudge Swamp, with several more planned territories.
Solis Republic
After the map reset, the S.P.Q.R. made several controversial decisions. First, to secede from the Kingdom of Gondolin, and second, to settle in Metropolis.
The S.P.Q.R. boasted a large and active, and largely unaccomplished citizenry in the early months of 2.0. They left behind some of the Roman brand, establishing Solis as the new capital. The greatest achievements of Solis were several large builds, a rich political environment, and having contributed the majority of the Metropolis Marines to drive away the Black Knights during the July 4th, Independence Day Battle (Link and Article Needed). At one point, the S.P.Q.R. even boasted the ownership of Fellowship, when it held the then incomplete Hexagon project in trust, as a province, until the return of UnknownOreo.
But after a series of internal divisions between old S.P.Q.R. founders and the new guard of Solis, and a failure to ensure a reliable succession of power after the August Elections, the S.P.Q.R. collapsed in the Solisian Secession. The Secession was ended when Varkanos was elevated to the rank of Dictator and the separatists were purged from leadership positions in the government. After breaking the political gridlock via Imperial Fiat, Varkanos attempted to negotiate a compromise between the Romans and secessionists, which failed. The Separatists took the treasury and the vault filled with prisoners of Solis, griefed the city of Solis, and left to found Remnant under the Corporate Cyberpunk model. While the above history is disputed by the Separatists, it remains the darkest hour for the S.P.Q.R.
Varkanos ordered the imminent evacuation of Solis with the mandate to re-found Roma as the new capital in a fitting location. This was accomplished in October 2013
Reunited in purpose again, the old-Triumvirate agreed to move to New Brynley, One of the few friends the Romans had left at the time, and build Roma in the area around New Brynley, where there was open space and friendly cities.
Empire
After a comprehensive exploration of the deep Minus Minus, Mark_Antony and FK_54 negotiated the location of Roma in its present day location. After the city was founded, Silianat was elevated to the rank of Emperor in January of 2014, effectively bringing about a new age for the Romans in Civcraft. Through a mix of gentle autocracy and hard-lined dictation, the Emperor presided over the restoration of the S.P.Q.R. in one of the greatest turnaround stories of the S.P.Q.R.
Today, the S.P.Q.R. is once again thriving. New Brynley has rejoined the S.P.Q.R. and the Athenians have also joined the S.P.Q.R. Many other unorganized territories have been created or annexed in the surrounding areas around the capital in Roma. The S.P.Q.R. has joined the U.M.M. - United Minus Minus.
Republic
In February of 2015, The S.P.Q.R. once again became a republic with 2 elected Consuls as their head executives. The S.P.Q.R. joined the GNA. For a short period of time in 2015, Kaiserin was a part of the S.P.Q.R., but seceded, starting the Kaiserin-S.P.Q.R. war, which has now ended.
Geography
The territory of the S.P.Q.R. is vast. It stretches from the World's Border in the deep reaches of the -,- as far inward as 5,000 meters to include the territories of New Brynley and Zana, and far to the North to include the territories of Athens.
The terrain and biomes covered by this claim are vast. Most of the territory lies in the tall mountains and plains of the deep -,-, but vast portions of forest, jungle, and desert also preside in the territories of the S.P.Q.R. A small Taiga Forest lies within the urban confines of the capital, and there are a few contested Mushroom Islands as well. The land is filled with many rivers and lakes. The most conspicuous absence is the lack of a Hell or Nether Biome or Icy Mountains.
S.P.Q.R. Territories
The S.P.Q.R. has expanded over time in the far reaches of the -,-. What was initially just Roma Central expanded out into the Greater Roma region and then its surrounding territories. Over time Brynley and Athens joined the S.P.Q.R. The S.P.Q.R. has annexed several perimeter areas as protectorates, founded new towns, and assimilated more territories over time.
Government
There are four divisions of the S.P.Q.R. Government: The Pontifex Maximus, the Consuls, the Praetors, and the Senate; with the Tribal Assembly as well.
- Two Consuls are elected monthly to represent the S.P.Q.R. and head the government, being ultimately responsible for administration, finance, defense and other needs.
- Two Praetors are elected monthly to support the Consuls in administrating over the commonwealth of the state as well as being responsible for the judicial process.
- The Pontifex Maximus is a perpetual position in place to provide moderation between between the government and continuity between administrations.
- The Senate is comprised of an elected representative from each of the qualified provinces to act as the premier legislative body of the government.
- All tax paying citizens are eligible to vote in the Tribal Assembly as an alternative legislature to balance the other branches.
Politics
The S.P.Q.R. is an Empire in name, while in reality it would more accurately be described as a confederation of allied city-states led by Roma.
There is the urban capital of Roma, governed by the Roman Senate and city magistrates. There is the organized territories of the S.P.Q.R. namely Athens and New Brynley, both having their territories governed by their own local governments, recognized by Roma. There is the Agur, or public land, surrounding the cities that is administered by the Roman state, and there is a broader claim of land that is held in trust between the S.P.Q.R. and surrounding allies from outside the S.P.Q.R. that is mutually administered.
There are several unorganized territories such as Syracusae and Serabruul that are recognized as the private properties of their builders, until they are organized into full territories.
The terms of admission into the S.P.Q.R. are not set in stone and are negotiated on a case by case basis. Generally speaking, active and populated territories join with the condition of having access to as an adviser, or membership in the Roman Senate. While local governments are recognized as being the legal authority over their lands, generally there is are executives, Praetors who are recognized as governors over those territories to ensure that the local constitutions are obeyed and to administer Roman Sovereignty should there be a need.
Local territories are semi-autonomous. Roman national authority overrides local authorities in most areas, although this right is hardly ever imposed. And local governments have a right to exercise their own sovereignty in their own territory. Generally speaking, unless a territory takes a foreign policy stance that is in violation of S.P.Q.R. treaties, or contradicts Roman interests, or the interests of its allies, local decisions are respected entirely and allowed to continue.
All Latin Territorial citizens are entitled to Roman citizenship with all of the rights and restrictions that brings with it.
Organizations
In the S.P.Q.R. There are a number of organizations that have been created at various points, both private and public. Here is a list of some of those organizations.
Private:
- Flyingdust Insurance - A Private Organization Founded by Flyingmeatballs and polaritydust that sells property and theft insurance to Roman citizens on a monthly basis.
- Labor Exchange - A privately organized and funded, non-profit, tools exchange established by Nebiz that sells at-cost tools and items to the S.P.Q.R. and its allies.
- O.G.O.M. - Organization led by herbie that specializes in XP to be sold below market value to Roman citizens and for-profit to foreigners.
- S.R.U. - A formerly prominent, now disbanded, group of Roman citizens that specialized in animal husbandry, particularly the breeding and selling of horses.
- Logging Company - Silianat's Logging Company, now owned by alberlb96, specializing in Lumber Exports.
- Equorum Romanus Consortium - //Horse husbandry business that delivers horses in all their variants to the whole server //
Public:
- Builders Exchange - State funded and operated supplies exchange in the Founders Square of Roma.
Military:
- The Legion - //Main figthing force of the S.P.Q.R, composed of legionnaires, to enter one must pass a test to prove the fighting skills. Varkanos is the current Legatus of The Legion //
- The Auxiliary - //Every citizen is erolled in the militia, it porpouse isn't to fight, but to support The Legion during war, only will be send into direct combat in dire circumstances //
Roman Citizenship
Residents living on Roman land are eligible for Roman citizenship. There are 2 classifications for Roman citizens:
- Primary Citizen: A tax-paying citizen living in Roma
- Latini Citizen: A tax-paying citizen living outside of Roma
