After a time in hiatus and recovery from the aftermath of the Generic War, On November 11, 2022 the return of Volterra was announced officially and the southern migration began. S4nta helped facilitate the Volterrans being granted land formerly belonging to Estalia, and a camp was soon set up in the location now home to the Volterran senate building. The Volterrans worked over the next few weeks carving out an open space in the jungle and setting up the first structures of what would become Volterra Prime, culminating in an ecological disaster. During this time, Seldomshock laid the foundation for Shockton, just a few hundred blocks from Prime. The Shockton Hotel was the first building he constructed. It was decided that Prime would be the official capital of the city, with large planned builds overseen by Mickale, while Shockton was more of a free form city that any citizen could add to or expand upon.

=== The Ascendancy of Sovereign Nations and Elysian Pact Shakeup ===
In February 2024, the nations of Volterra, SPQR, and Icenia began preliminary talks about a pact or agreement between the three nations. They sought to strengthen relations between these the three of them, which were historically aligned in previous iterations and have long standing friendships between the high ranking members. When SPQR and Volterra informed the rest of the Elysian Pact that this pact with Icenia was a possibility, they both stressed that the Elysian Pact would always be first priority in all matters of security and mutual defense. Once the rest of the Elysian Pact was made aware of these preliminary talks, members of the pact representing Estalia voiced concerns that an alliance or agreement with Icenia was too much of a security risk for the Elysian Pact. The main point of contention was that Estalia felt that SPQR and Volterra had not alerted them early enough that these talks were happening, even though these talks were strictly preliminary and nothing official had been decided upon by any of the participating nations. Unfortunately, negotiations did not progress in a positive direction for the EP. The Volterrans and SPQR had formed a pro-Icenian bloc within the Elysian Pact, with Estalia opposing, and Nara and Pavia abstaining. It should be noted that while Pavia feigned abstention, they had actually made a ticket in the Estalian discord calling for them to dissolve the Elysian Pact without the knowledge of the other EP members. As the situation deteriorated, SPQR, Volterra, and Nara were removed from the Elysian Pact discord and groups in game on 2/5/2024, without a vote, or even a warning, which was against the alliance charter and an illegal action. Unfortunately, some military infrastructure in these nations was on these shared groups, and some Narans were even left stranded in a former EP iceroad in their own territory. <blockquote>"It's a total misunderstanding and they've jumped to the worst possible conclusion which makes absolutely no sense to me." - Mickale, February 5th, 2024.</blockquote>The fallout of this event had far reaching implications and shook the foundation of friendships that had existed for almost a decade. S4nta and theJKH formally left Estalia and joined Volterra, while What777 chose to leave Volterra for Estalia. Finger pointing continued for some time as dust settled. In the aftermath, SPQR, Volterra, and now Nara were quick to embrace a new alliance to maintain mutual defense and prosperity. These three nations joined with Icenia formally on 3/3/2024 and formed the Ascendancy of Sovereign Nations, or ASN.
In April 2024, Mickale had been granted ownership of the EP discord, and made the decision to revive the alliance, as Volterra had never wanted to leave or dissolve EP in the first place. Nara, and SPQR joined Volterra in a new era of the Elysian Pact.

Starting in January 2024, but going into full swing in March, 2024, Volterra entered an unprecedented period of activity, growth, and prosperity. The return of several veteran players and many newfriends catapulted Volterra into one of the busiest nations on the server. Notable players returning from inactivity were Cicero, SirPenrose, and Varkanos, while some newfriends established themselves as core Volterrans. Cokebrothers, YammyAwesome, ChilfroySigibald, WhiteSpikyDragon, OneUnderscore, and WishingOnAWendy counted amongst these notable additions. Shockton as a city has experienced a phenomenal period of growth in this time, and Volterran industry has never been more efficient and encompassing. The December election of 2023 saw a voter turnout of 61.11%. The limited amount of candidates and decreased total votes cast are because of legislation passed by the Second senate. The First Amendment to the Volterran Constitution reconfigured citizenship in Volterra in order to ensure that only those who are active in Volterra were able to run and vote. The candidates in this election were all primarily active in Volterra rather than other states. Another note in this election is that despite having received the most votes, What777 did not become the Lord Paramount due to section 1.14 of the constitution which has been interpreted to prohibit consecutive terms. Given that What777 was the previous Lord Paramount, a runoff election was had between the four eligible candidates. The two main contenders of this runoff were Seldomshock and Hoover, both members of the Shockton Party. Previous Lord Paramount What777 endorsed Seldomshock. Despite being an active candidate in the election, Highboy endorsed Seldomshock. Ultimately, ItzHoover won the runoff election and became the third Lord Paramount of Volterra. Hoover won with 6 votes (including an endorsement from the Arbiter Mickale), Seldomshock had 5 votes, and Jefe had 2 votes.
