Between July 7th and July 11th, the Cardinal Secretary of State ruled in the Vatican as the holder of the powers and responsibilities of the Papacy as well as through a contentious Papal Election which was finally determined on July 11th when Luminous15 - now Pope Iulianus I - was declared the victor of the Conclave and Pope in a impromptu ceremony in the Vatican.

In a near-disaster for the Papacy, individuals claiming to be acting on behalf of the nation of Lambeau entered the lands of the Papacy on the 12th of July, demanding the withdraw of Papal authority over the region. Pope Iulianus I oversaw a frantic withdraw from the territory, with himself and the Cardinal Secretary of State rushing to the Cathedral of Saint Francis in Icenia City to establish a impromptu Papacy-in-exile. It was later determined (following a tense standoff between the Lambeau official and Papal officials) that the Lambeau incursion had been the result of a clerical error, and the Lambeau official withdrew from the area. Papal forces would not re-establish control of the territory until the 13th of July, when the Papal government received diplomatic assurances and generous compensation from the Lambeau leadership for the misunderstanding.
On the Thirteenth of July, during a trip with Cardinals Realmichael, Gamabhana, Rxquiem4718, and Archbishop TheIowanGod, in the City of Pavia, there was a fight between Cardinals Gamabhana and Realmichael. Gamabhana had stolen the railcart of Realmichael, and they had started hitting eachother in a fight. Gamabhana decided to escalate by throwing away the minecart off the bridge of the Railway towards Icenia. They had began loudly yelling and hitting eachother. Realmichael saying things such as "I diagnose you with retarded" and "You needa get the money to buy the ticket" and Gamabhana continuing to trick and make fun of realmichael, responding . Then, after acquiring a new railcart, Gamabhana and Realmichael had started to sabatoge eachother, turning off the railway in certain areas. It finally ended with Realmichael taking Gamabhana's railcart, but then gave it back in charity, agreeing to take separate sides of the railway on the way home (like children).▼
Simultaneously on July 11th, the Bakhmut Crisis re-ignited as Delegate BluHusky of the Bakhmut Territory rose in revolt against the Papal Government and departed the region with much of the Vatican Treasury amidst the chaos of the July 11th Conflict. The Crisis was swiftly resolved the next day with the pearling of BluHusky and seizure of the rebel supply cache, and his subsequent negotiations with the Papal government - which revealed that his reasons for revolt had been based off of false pretense. BluHusky apologized to the people of the Papal States in a public address on July 12th, and was sentenced by a Vatican Court to exile in the newly-established Crusader Kingdom of the Namazik (another region considered under the temporal jurisdiction of the Pope and a territory of the Holy See).

With the Papacy restored in the Vatican, Pope Iulianus I was finally able to continue his reign in earnest, and continued a series of reforms including the official establishment of a Master of Ceremony. Cardinal Rxquiem4718 was soon appointed to this office, with his experience in Catholic procedure and law. Pope Iulianus I further oversaw the return of Cardinal Gamabhana1234 to active duty, with him once again taking up his roles as Cardinal Prefect for Finance and Technological Advancement.
A major keystone of Pope Iulianus I's diplomatic policy, the Church entered into early discussions with the Icenian government to link the territories of the Holy See with the global rail network.
