By July 2021 it became obvious that synergy levels in Icenia were at an all time low. This was exceptionally clear after ChosenTwice turned himself into Varkonia rather than Icenia and was given a relatively light sentence. As a result of a litany of reasons, longtime government member Soundtech would resign from his position as Minister of Defense. Following a pearling of a player by Icenian citizen Asumaru (Neptun3), and the pearls subsequent constitutional but controversial extradition to Hjaltland, it became abundantly clear to a previously stalwart ChrisChrispie, along with others, that the Icenian Constitution and Code of Laws needed an extensive rewrite. Soundtech subsequently rejoined the Icenian Government and went to work with others on what would become the Third Icenian Constitution. During the period in-between, Icenian government member 1drop was removed from the Icenian government after it was found out that he was leaking the Government chat to Hjaltland on his own accord in order to make Icenia look bad and probably get some laughs. His citizenship was subsequently revoked, along with his access to the Cringe Pit Home for Troubled Youth and Icenia city and suburb bastions.
The Third Icenian Constitution would be approved by all members of the July government in late July. Changes included the creation of a Grand Council formed by a Secretary of State, the renaming of most Presidential Cabinet level positions, and the creation of two new rolls; City Manager and District Attorney-both elected positions. The August 2021 elections in Icenia were much quieter than expected and most of the original "established" positions carried over to the August government. Massive change was seen within the judicial branch though, with many ex-realms Otonabee members being elected into judge positions. BinchyMonkey, MrJeremyFarmer, and FreestyleJr would take the seats with Sadie becoming Icenia's first DA and August, a former NATO fighter who had been previously paroled to Icenia by Columbia, becoming the first City Manager.

Mansion Row was originally a low-population, high build quality region within Icenia, however, it slowly developed into a newfriend district with the passage of Icenia's "New Citizenship Bill" which settled new players to Icenia outside of bastions. Jah Park is one of the many holy sites of Jahaism. Dedicated to the rapper XXXTentacion, the park contains an open space sporting many stores and a large water fountain. Near the park, there are there are several Icenian heritage sites including the Grand Icenian Septic Tank and the Shitter Shack. Jah Park was griefed in the JQ removal process in October 2019, but was rebuilt by [[Enforcer15]] shortly after. Today the GOR-Icenia Branch extends over Jah Park. In July of 2020, Jah Park was nearly destroyed by [[Figasaur]] associate Spicyboy, but the grief was removed within a day.

After months of tensions between NATO and the UDF, it slowly became clear that UDF entry into the Infinity War was inevitable, especially after the pearling of Icenian ally Bgbba on the GOR near Mount Augusta. In the closing weeks of January 2020, it became increasingly clear that NATO was allowing Ransakistani's into their ranks and as a result, an executive order was issued in Icenia to allow military action in Pinkerton. Shortly after Pinkerton fell, NATO released leaks showing that UDF members were at the break, resulting in a full alliance for to declare war on NATO. The vote passed. Icenia would fight in nearly every major vault break after their entry into the war. During the war, Icenia would only lose one pearl-Flashmigma's-after he, against the wishes of the Icenian government, went to Rotterdam, Columbia. He was subsequently permapearled after messaging Robokaiser the "haha funny poopies" copypasta, but released at the conclusion of the war.

Throughout the tenures of Defense Secretaries SoundTech and Quanton_Biscuit, Icenian military engineers developed an extensive grid of iceroads, a heavily fortified mega vault, several peripheral bunkers, escape routes to iceroads, and pvp traps on the mainland. Additionally, Icenia aquired Bloom's smaller five ring vault, Lagiacrus11 completed a private three ring microvault, and Titan Industries began work on an eight ring vault at the center of their EXP complex known as Hyperion.
==== Cringe Pit, Home for Troubled Youths ====
The Cringe Pit Vault is a "large and in charge" mega vault sporting 11 rings plus a trench and is located approximatly 800 blocks east of Icenia City. By the end of the server it was one of the largest and most complete standing vaults, comperable in strength to the Hjaltvault. It boasted a dense, two layer thick array of sky defenses and a battery of four peripheral skybunkers located on each of the cardinal axis. Additionally, it utilized top secret Coventhian "tall boy technology" to further fortify its rings; the rings resembled castle walls which allowed defenders to fire arrows at any attacking force within the rings. The central skybunker, colloquially named "Big Chungus" was an enourmous one chunk wide skybunker with a 24 hour breaktime. The central groundbunker was one of the largest on the server and resembled a keep at the center of a castle. The vault had extensive anti grief technology deployed throughout its rings and was supplied by a dual system of "Sukikawaii 5000 Autobrewers". Manning the walls was an undisclosed number of Icenian Special Forces, militia members, UDF war veterans, and Hjaltland Enforcers. To allow for easy ressupply and reinforcement, the Cringe Pit was conntected to Icenia City and the wider UDF via a series of redundant iceroads. Additionally, two direct iceroads were connected to both the Columbian and Varkonian vaults.
