The NDI used to have a single chamber. Under that system every leader had an equal voice. As time went on this became a problem as more experienced leaders were often overshadowed by newfriends who composed a larger portion of the chamber. After a proposal from Valencia was met with general agreement the NDI had adopted its present structure.
