Winchester is clearly the recipient of extra government funding compared to suburbs around it, boasting an Inn, a BnB, Cafe, School as amenities.

Contrary to the northern district of Melbourne, Winchester does not contain a graveyard however with a much higher wealth per person, most inhabitants of Winchester can afford to be buried in the grounds of St. Varkanos Cathedral. Every building within this district has more than adequate plumbing, with sewage and other disposable materials being dumped outside of district boundaries.

The community within Winchester is remarked to be snobbish, with residents carrying a 'holier than thou' attitude. It is notable to mention that a majority of residents (56%) support the restoration of the Monarchy.
