On June 5th, 2024, the Dukes of Pavia unanimously approved the Pavia Reform Act (2024) which was in turn presented to the public by Archduke BritishWanderer VI. This act, among other additions and amendments to the Empire's governing documents, replaced the title of Archduke with that of Prime Minister, and opened the voting franchise to all titled nobility in the Empire through an anonymous, ranked-choice system. With candidates selected from amongst the active Dukes of Pavia, the Prime Minister was granted the ability to appoint secretaries and ministers for a variety of competencies including Infrastructure, the Coast Guard, and Semiography, among others.
 
The first election period from June 5th to June 7th, 2024 saw the establishment of political parties and interest groups for the first time in Pavian history. Three major parties would arise over the two-day campaign period:
 
* Pavia First, founded by Cissonius, Duke of Braemar. The PF party platform centers on revitalization of the Pavian security apparatus and implementation of new development strategies.
* Annihilating Merry Party (AMP), founded by CedarValiant, Duke of Avalonna. The AMP platform focused on 'annihilating' perceived inaction and disrepair within Pavia, focusing on decaying infrastructure and sharing the concern over the ineffectiveness of the Coast Guard with Pavia First. Later, CedarValiant would release a 'day-one' pledge to codify Pavia's precedent-based ban on bounty-hunting.
* Renew Pavia, founded by ArtificialDriver, Duke of Highgrove. Renew Pavia, or simply Renew, was built on a platform of economic and social reform from the ground up, with the stated aims of delivering economic prosperity while further opening and democratizing Pavian society.
 
Within hours of the election announcement, two major candidates had arisen, with Renew Pavia backing the Duke of Bedford, BritishWanderer, and a combined AMP-PF coalition lining up behind CedarValiant. Untold hours of electioneering, polling, and interviewing were conducted over the course of two days, with many members of the nobility and citizenry alike declaring openly for their chosen party. During this, the non-partisan Pavia Finance interest group was established by the Duke of Lugano, creepi0n with the purpose of uniting the business community's interests around one banner. Pavia Finance would make a number of press releases arguing for the parties to make promises of zero taxation and continued support for Pavian industries. Initial polling seemed to indicate a plurality of voters and citizens either intended to vote for Renew or believed Renew would achieve victory. However, data also indicated that if the AMP-PF coalition pact held, then AMP could count on victory in the final tally.
 
As the polls closed, Pavians would wait as the state tabulator compiled the totals. On June 8th, 2024, the final results were released to the public. With a total turnout of 68% among eligible voters, in the First Round, AMP would receive 7 votes, Pavia First would take 6, and Renew would receive 4. With no outright majority achieved, the lowest tallied candidate was eliminated and second choices tabulated. In the Second Round, AMP would take 9 votes to Pavia First's 6, leading to CedarValiant becoming the first elected Prime Minister in Pavian history.
