After the death of Gobblin II, the “Rat King”, Cissonius, was elected by all 7 votes of the Privy Council. During his reign, the Solberg Estate was established as a new type of Pavian political entity, answering directly to the Crown Prince rather than a specific Duke. Despite the Purple War that took place later in his era, shortly before it the Pavian national threat level was lowered to Possible - at the time the lowest level since its introduction during the Generic war. In February, Cissonius issued his controversial naming decree, changing the formal address of the Duke of Windermere, causing “injustice” among dukes, so his successor Paagf I revoked it the same month.
