The Empire is also deeply enmeshed in the economic systems of the world, serving as the physical home for institutions such as Monument Group (and its subsidiary Monument Bank) and Artificial Industries. Furthermore, Pavia is also home to numerous monumental building projects, including its Town Hall, Windermere Castle, the Cathedral of Pavia, and the many unique builds and build styles of the duchies. The capital City of Pavia is wildly regarded as an exemplar of urban design, incorporating grand monuments, a prosperous mercantile district along Main Street, and is connected to other nations such as Volterra, Griffin, the Imperial Federation, and Icenia through the International Rail Station.
Pavia is a semi-constitutional monarchy with elements of a nobles' democracy. The Imperial Court consists of the the seven (7) reigning dukes and the numerous lesser nobles underneath them and the Pavian Crownlands. The dukes select from amongst themselves one to fill the role of Emperor, while the Imperial Court as a whole elects a Prime Minister from amongst the reigning dukes every 4-10 weeks (barring resignation or assassination). The Emperor serves as ceremonial head-of-state, empowered to appoint an interim Prime Minister in the event of a vacancy in office and serve as a representative of the nation. The Empire's territory is divided into three distinct classes as outlined by the foundational law of the country, the Magna Pavia: Churchland, Crownland, and Duchies. As of June 27th, 2024 there exist seven (7) Duchies, four (4) Churchlands, and substantial Crownlands that cover all remaining territories, including administration of the Pavian protectorates. Within the Duchies, each Duke is empowered to create minor nobles under their purview and subject to their laws. These minor nobles may also be granted territories within their given Duchy and become landed nobility with their own titles and coats of arms.
Previously known as the Principality of Pavia, the Empire was declared in June 2023, with additional reforms in August 2023 that instituted split administration between the reigning Emperor and a governing Archduke with the support of the Privy Council. This system was further reformed in June 2024 with the implementation of the Reform Act that changed the role of Archduke to Prime Minister and made that role subject to election by the entire nobility.
As of February 2nd, 2024, the Emperor of Pavia is His Imperial Majesty, paagf I, who also serves as the sovereign of the larger [[Lyrean Commonwealth]]. As of June 15th, 2024 Pavia is led by the Second Visucius Cabinet under Prime Minister Cissonius, Duke of Braemar. The current government has declared a general platform of reviving Pavia's defence sector, reinvigorating its economy, and expanding the Empire's territories and diplomatic reach through new alliances and treaties with neighboring states.
