As part of its continued agenda of revitalizing and expanding Pavia’s economy and global position, the cabinet released a pair of acts on July 9, 2024 to enable fresh development. The Commons Oversight and Development (CODA) Act authorized the creation of a Keeper of the Commons position, an appointed noble representative under the Duke of Bedford and the Crown to oversee the Bedford Commons’ development and support the onboarding process of newfriends. SteelHand7, a resident of the Commons and noble of Avalonna, was appointed to serve as the first Keeper.
The Commerce Act of 2024 was authored by Pavian Chancellor ArtificialDriver, and superseded all previous commerce acts. Granting further powers to the Chamber of Commerce and creating a Lord of the Chamber of Commerce position, the act has empowered the government to begin foreclosure on inactive Pavian businesses and provide stimulus funds to prospective shopkeepers. Within days, the Chancellor would make public that several businesses have already been foreclosed and efforts are underway to acquire new merchant partners.
This period of peaceful growth and reform would be interrupted on July 12, when news arrived that Pavia’s friends in Winterbourne to the north had been raided by a group known colloquially as the “Wet Bandits”, consisting of known raiders Gruht, SOGGYHOBO, and ZibeZabir. The group would be successful in breaking into numerous Winterbourne structures and pearling numerous residents. Evacuations would begin shortly thereafter, with many refugees flocking to Pavia for safety. The situation would grow grim as news of the crisis reached Pavia’s Imperial Household and Emperor paagf I. Upon hearing of the tragic losses suffered by their longtime friends in Winterbourne, the Emperor fell gravely ill, and passed just after noon. The Emperor’s death, the first under Pavia’s new form of government, led the Prime Minister to convene the Privy Council to select a new sovereign for both Pavia and the Lyrean Commonwealth. While Pavia’s government convened, word was released by PrincessBow of Winterbourne that the perpetrators had also committed raids against the realms of Pacem and Baile, with five residents across multiple nations being pearled. Thankfully, the five would be released shortly after when the pearls were found unguarded in a raider’s chest.

The Pavian Stock Exchange (PSE) is a first-of-its-kind market for publicly-traded securities on CivMC. The PSE has its origins in the initial public offering (IPO) of Monument Group in December 2022, joined by Artificial Industries in October 2023, Moria Mart in March 2024, and Tusk Armory in May 2024. Shares in each company entitle the holder to dividends according to the rates set by the company boards and laid out in their prospectus documents. Additionally, shares impart voting power relative to the holder's percentage stake in the company.
Publicly-traded companies are expected to remain in compliance with all regulations and obligations of the market. This is generally defined as having sufficient diamonds on hand to pay their next dividend to shareholders and following all other contractual obligations as stipulated by the PSE.
