The Municipality of Pacem (Previously known as The City of Pacem) is a semi-autonomous city located in the north of Central-Wheatistan. While plans for the city were drawn up in early June by its founders, the city was officially founded on June 15, 2020. The MPA was created with the goal of ensuring Peace Under Law (Now the city's motto), by creating a governing body that provides peace and security with the rule of law. Due to a lack of a governing body in Wheatistan the MPA was not able to have a stable Municipal Government. The Municipal Government
**At this time the MPA is under direct executive rule under The Ministers Council, due to the need for substantial infrastructure construction and housing development. The following description of the government is what the Municipal Government will look like once construction and development have been completed.
The Municipal Government of the MPA consists of three major divisions: The Ministers Council, The Civil Relations Council, and The Civil Judiciary.
The Ministers Council
The Ministers Council is the central executive body of the Municipality. The Ministers Council consists of The Head Minister and three Ministers that are responsible for their respective ministries. The head of the Minister Council is the Head Minister which is currently SpookySandstone, a founding member of the MPA. The Ministers Council is responsible for general oversight over the Municipality through its Ministries, of which each have their own purpose and role. Additional responsibilities of The Ministers Council include: the implementation of legislation, zoning laws, economic oversight, and relations with Wheatistan. The Ministers Council is also able to pass executive orders, of which require a majority vote from the Ministers and Head Minister.
The Head Minister
Head Minister: SpookySandstone (As of June 25, 2020)
The Head Minister is the chief executive figure in the government. Their role is to oversee the Ministries and as well, has the power to veto or approve bills recommended by the Civil Relations Council. This position is not elected by popular vote, but is chosen by the Ministers.
The Ministry of the Municipality
Minister of the Municipality: Prisma15 (As of June 25, 2020)
The Ministry of the Municipality is responsible for all domestic affairs. This includes but is not limited to approval or denial of citizenship, approval or denial of voter registration, and approval or denial of passport privileges. Additionally the Minister of the Municipality is responsible for zoning, construction, and development of the Municipality.
The Ministry of Justice
Minister of Justice: N/A
The Ministry of Justice is responsible for all legal and judiciary matters involving the Municipality. The Minister of Justice acts as a liaison between the Civil Judiciary and the Ministers Council, and brings forth charges against those who committed offenses, both civil and criminal, against the Municipality to the Civil Judiciary.
The Ministry of Industrial Development
Minister of Industrial Development: N/A
The Ministry of Industrial Development was created to ensure that the Municipality of Pacem advances in the world. Specifically the Minister of Industrial Development is responsible for all affairs concerning factories, mining, and industry throughout the entirety of the Municipality.
The Civil Relations Council
Members of the Civil Relations Council: N/A
This body of government is made up of three elected officials from the general population of the MPA, known as a Councilperson. The Civil Relations Council is responsible for proposing legislations, of which the Council sees is necessary for its constituents. The term for a Councilperson is two months.
