As a consequence of this, citizens of Pavia '''can not''' freely build within the nation without the permission of the ''Bureau of Architecture.'' Citizens who have demonstrated a good understanding of the Pavian building style and a high standard for building can obtain this permission.
Citizens can however build freely within the Bedford Common, an area designated in the Duchy of Bedford for new players to get established. Open the Pavian Land Registry map on the right hand side of this page to see the location and boundary of the Bedford Common.
