The council members personally knew the king in his time on Civ 2.0 and CivClassic, and so, according to the document, must simultaneously act as his apostles and judges to the nation.

This model of kingship places the origin of authority and law in the heavens. Peter is absent, yet is he king. The monarchy is selective, meaning the crown will remain in this state untilunless the returncrown ofitself theselects a new kinghost.
