Following the dissolution of [[Paris]] following repeated Vegan aggression, a number of remaining major nations, led by [[Cincinnati]] and [[Hebun Shima]], formed a mutual defense agreement. The original organizer was [[Shamus]] of the [[Archon Empire]], and the chief director of war operations was [[GeneralThomas4]] of Cincinnati.
